Lopez expected to gather support from Uruguayan blanco oppositionists, as well as from Urquiza in Argentina. they arent really landlocked, as in, they Parana and Paraguay rivers are navigable, they export most of the stuff from Paraguayan harbours.
It is a 3500 km water route
(the same applies to Bolivia)

also, for Paraguay, electricity is almost free, because Brazil built the Itaipu dam on their fronteer with Paraguay, and Argentina built the Yacireta dam on their fronteer with Paraguay, and they have a right to 50% of it, much of it they dont use and sell back to Argentina and Brazil.

They have been doing pretty fine for the last 15 years

About the argentine interest in the war, I can said that Mitre, that moment president, used the war to eliminate the confederate oposition. Argentina was recently unified, after a seventy years civil war, so Mitre uses the war to militarize the provincials states. Also was a oportunity to intervene in Paraguay and Uruguay´s politic, putting a favorable goverment.
