The Prester John was where the specific moment or even person wanted it to be. The Prester John being the ethiopian king got popular because it's the one that fits better with the myth. But the mongol khan was also identified as the Prester John. Even Ismail, founder of Safavid Persia, got Prester John features in the writings of some europeans because he was fighting the turk peril and the writers didn't understand well the sunni/shia enmity.
