The Persians, the Arabs and the Chinese were great patrons of art and culture. The Mongols fucked them all over, took over their lands, and then eventually when their populations started to recover they starting patronizing art and culture under Mongol rule too. They would have done that anyway, and probably would have achieved much more without the whole 13th century being a gigantic clusterfuck.
