Don't directly attack the Dutch. Fund nationalist rebellion instead. Meanwhile, make Japan a haven for American businesses which are distraught from FDR's new deal policies.
By not going directly to war with the Dutch, you prevent the US from entering the war based on treaties. By having American businesses in your country, you can influence where lobby money goes. Therefore, when FDR thinks he can just plunge the US into war, he'll receive negative feedback and won't have the industrial means to start his war.

The short answer: Japan, unless it makes brilliant moves and victories every time, will never beat America.
Even if you Sank all the ships in Pearl Harbor (incl. carriers), even if you won Midway, even if you won X, Y, and Z, Japan can't beat the United States. Even if the entire US pacific and Atlantic fleet miraculously capsizes, America will outpace Japan in material and industry, and shipyards from San Diego to New York will make an entire equivalent IJN fleet in a few months and crush Japan.
The only chance for Japan is if Japan stalls the China campaign (or avoid it altogether), and send millions to invade Russia with Germany. Then maybe the Axis may win or at least live much longer.

It'll take 2-4 years, not months.

Given the rail infrastructure up there, it's unlikely that you can support "millions" of IJA soldiers up north. And even if you somehow did, it's like 2,500 km from Harbin to Irkutsk, the first settlement of any size west of Manchuria. And there's one railroad, which the Soviets can tear up behind them as they retreat.
Relying on the Japanese to knock out or even substantially distract Russia is a bad bet.

400, or even more little CVP are not going to carry out strategic bombing of that scale. Hell, those massive 4 engined bombers the British packed, attacking 500 at a time, had trouble doing that in Europe. What makes you think a third wave would keep Pearl Harbor knocked out for any length of time?

What the hell do you even want midway for? It's a rock in the middle of the Pacific. It doesn't hold actual population centers or strategic resources. And the IJA was stretched pretty thin grabbing the places it did take. How many more men, and how much more in the way of fuel and supplies, are going to slate for even more little islands that can be bypassed?

Don't fight. If every ship in the entire US Navy magically sunk on December 7, and Japan didn't lose a single ship for the next three years, the IJN would still be smaller than the USN at the time of the battle of the Phillipine Sea.
The closest Japan could've gotten was pulling out of China in exchange for recognition of Manchuckuo, then funding puppet rebel organisations in Indochina and Indonesia.
