Still we have plenty of real characters who rose from obscurity to have almost absolute power, its pretty much common. If you want to equal them to littlefinger, that reduces them to the guys who rose to power not by martial ways but by court scheming. So in this list we would have.

Every mentally healthy politician and ruler would be aware of the balance of power and would have been raised from infancy to understand this or figured it out for themselves during their rise to power. They would have certainly been far more competent than the derpy rulers of westeros with their amusing character flaws, better even than le memewizard CIA and his chaosh is a ladder philosophy.
Maintaining a network of informants was important to prevent corruption in everyday administrative tasks, every ruler would be doing this and it wasn't an ordeal for them to extend this to spying on rival states.
