Liberal democracy by far provides the best human rights and standards of living, though arguably the system might be more of an effect of economic development than a cause and something more like classical liberalism is more adept at coaxing humans into creating a society that fulfils a moderate mix of utilitarian and traditional deontological moral goals.

There are tenets that I think could be applied to other economies.

>heavy emphasis on education, especially in terms of making career training accessible

All of those except for "no niggers" are effects, not causes. "Extremely low corruption" doesn't just happen by willing it into existence, it's a result of everything else working towards making corruption either impossible or unthinkable.

All of these are things that can and should be integrated into a legislative agenda.
Harsh penalties for corrupt officials, combined with very active enforcement.
As few regulations on business as possible. Minimize the opportunities for government officials to ask for a bribe in the first place.
Use existing metrics like the ease of doing business index to measure success, and set long term goals for improvement.
Sterilize anyone browner than a paper bag and deny all refugee visas.
