Can't think of cultures being good at war by themselves.
War capabilities are more a result of resources, experience and internal stability than cultural. Just look at very militaristic societies like Sparta and Prussia: they both got rekt multiple times by less militaristic cultures.

Getting an uneducated and easily manipulable mass of people (usually lower and middle class) to form a strong sense of nationalism or egalitarianism, especially in "heritage" and starting wars to keep the upper hierarchy with resources to keep expanding empire, or just replace those social constructs with religion, either way its all the same.

The Spaniards were the best soldiers on the sea, when fighting on the sea was about getting next to your enemy and boarding the enemy ship, when it became about fighting with cannon balls from a long distance, they became second rate.
They had the best army when fighting was mainly about stabbing your enemies with a pike, when the French evolved military tactics, they became second rate.
