Mozart did have some great symphonies (29, 36 and 40 are my favorites) but he was better in the concerto genre (piano concertos 9, 16-18 and 20-27, Sinfonia Concertante for Violin and Viola, Clarinet Concerto, Bassoon Concerto, Horn Concertos....)
Beethoven expanded the expressive possibilites of music better, but wasn't a very good melodist and his music has many clumsy and awkward moments. Late Romantic composers wrote similarly dramatic music with more interesting harmony and orchestartion and better melodies, where as nobody did the purely beautiful and graceful style better than Mozart.
