Pretty sure there would be a second world war either way. You'd just have France all pissed off instead of Germany, and the Balkans would be no more stable than they were before, just even angrier, if anything.

Germany was the aggressor and didn't have the capacity to totally conquer and occupy all of Europe, so we wouldn't have that huge Euro victim complex they started.

Yeah, probably. France would've been buttmad for a few decades just like in the aftermath of the Franco-Prussian war, but there would be little they could do about it. The horrors of totalitarianism and the Second World War would have been averted, and the British Empire would probably still stand.
