The creation of newer ones by cultures influencing others or just mixing in general.

Europe is an obvious example, as much of it's culture has Greco-Roman roots along with it's indiginous Germanic/Celtic/Slavic culture. Hell, Russian civilization is literally Slavic and Byzantine culture fused.
