Minorities and slovenes are implied to be nationalities/ethnic groups anon, not races. Mussolini would have no reason to be more tolerant of them due to this quote. In fact, his whole deal was assimilating everything in Italy and its colonies to italian culture, even the niggers.
Also the aryan endorsement was purely political afaik, just a way to show support for Hitler, and not at any point reflecting his personal beliefs. Remember that italian jews were largely fascists until Hitler forced racial laws upon Mussolini.
