It wasn't degenerate. It was worse than comparable countries though. Versailles made sure that the german democracy had to fail and that germany will start another war.
From 1918-1923 you have revolutions and battles all over germany. From 1929/1930 you had a presedential dictatorship and the economic crisis. In between it wasn't great, more like the silence before the storm.

Only half true. The stuff you describe was plently common elsewhere.
As it pertains to Germany, the German right-wing intelligentsia (i.e. Nazis) decried Weimar era as a decadent slide into weakness. It was a republic, and they were not fans of 'universal' participatory politics, especially not since it was foisted on them by the Treaty of Versailles.
Although the Nazis were also not huge fans of an Imperial system per se, the Kaiser was in any case a Teutonic hero, and many Imperialists were considered proto-Nazis or allies. Weimar republicans were thus seen as Jewish commie-enabling homos dribbling cum on the great throne of Germanness.
Given the (often violent) surge of communist movements and general instability of Europe at the time... well, they kind of have a point. Weimar republic was weak, and ultimately overthrown by corruption and coup. I'd say its failure is more a reflection of that instability at the time. It had its proponents, but too many were against it, on both the extremes of right and left.
