I doubt it. Freedom of speech doesn't really benefit the ruler of a nation anymore than total freedom of speech by a child benefits the parent.

The second half of Napoleon III's reign was liberal and did not restrict freedom of speech much.
Yet he won the 1870 plebiscite by a landslide.
Did he however benefit from freedom of speech? Debatable.
