I will take back my use of the word "encouraged" as I was thinking of Stalin's justification for the gruesome acts committed by both sides, but expected still applies. This isn't to say that you should expect to be violently raped whenever the Germans showed up, but it wasn't a one in a million occurrence.
I will say the German military was incredibly respectful to those women fighting on the Soviet side. There was a policy of not touching the female soldiers if captured up until the Germans realized they were fucking animals on the battlefield like every other Soviet, and realized their men would probably never get the chance to touch them since the Soviet troops would sooner run into a minefield than risk being labeled a deserter and shot by their own comrades.

History is a very fluid thing, it is very difficult to imagine the motives, emotions, and circumstances of the time. The truth is that the German military and government sanctioned the murder of a lot of innocent people.
But hey, so did the Allies, they just won so no one gives them grief about it.

Anyone who believes Hitler went in as the lunatic he came to be known as is a fool. The man wasn't Stalin who held almost no value for life since the time he was a child.
Much of what changed Hitler was the people he chose to surround himself with. Those closest to him did nothing but encourage him, and this led to Hitler's many poor military decisions. It wouldn't be absurd to say this same encouragement changed his political views, and plans for the country.

I imagine in Hitler's over confidence the power he held went to his head. I wonder though if in his slog of depression he regretted any of it. I know he hated himself for his military blunders, but I wish I knew how he felt about everything else during this time. I wish there were a way I could ask him if it was all worth it, and what he would do if he could do it again from the start.
