I don't know if they were winning, since the war was started before the army got prepared, the bulgarian king basically told his enemies they are at war before he told his commanders.
However they were stabilizing and establishing fronts and moving men, and it seemed they can hold and maybe potentially turn it and win.

Romania entering was said to be a peace keeping operation, the noble northern europeans keeping the southern savages in check.

Not that it matters much in the grand scheme of things, the whole of the Balkans is not worth the bones of a single pomeranian grenadier.

Bulgaria's only significance in WWI was making sure grain moves from Turkey to Germany. And in WWII they were utterly insignificant.
Similar thing can be said of Serbia and Greece. The whole region has no baring on geopolitics, society, or really anything outside of it. Only bad news come from the Balkans.

Each was meant to get a piece, and Bulgaria was denied its piece, after doing the bulk of the fighting.
Russia didn't arbiter quickly enough, stalling, so war was declared, stupidly, by Ferdinand I.
If he had waited to beat Turkey, sign a treaty, sign a pact with Romania and Austro-Hungary, where he had connections, and then go for Macedonia, we would've probably seen a very big Balkan state allied, possibly under personal union, to Austro-Hungary.
