If you seriously believe that Roman culture completely and totally eradicated local culture across the empire then you've clearly never read a single book on the subject. Even in more heavily "romanised" regions like southern Gaul and Baetica the locals never lost their tribal and cultural ties. Many of the barracks emperors like Diocletian were IIllyrians serving in the Roman army.
What makes you even think Illyrian culture was dead? Archaeological evidence only ever survives when it is big stone public buildings like bath houses, 99% of the empire's population lived exactly the same way as before Rome turned up in the same wooden houses as before.
