France has a huge responsibility for WWI perhaps more than anyone else. They had been frothing at the prospect of war for over 40 years as revenge for the Franco-Prussian War. At the same time Russia wanted to finish off the Ottomans and were eager for war also, though part of the blame here goes to the French and British for preventing this from happening in the 19th century.
These were the primary reasons for the Franco-Russian alliance, which caused the big chain of declarations of wars.
