The "unfair treaties" weren't unfair to clans like the Satsuma or Japanese merchants who operated more or less tax free. Imports flooded into the country and Japan was already highly urbanized by pre-industrial standards so the economy adapted rapidly. No european power attempted to ban the transfer of technology or sale of high tech goods or capital goods (except the sale of arms, but even this had little effect), this is a myth stemming from the modern era's hysteria over racism which forces me to write the below disclaimer.
This can be contrasted with China which was in turmoil over the Taiping rebellion at the time. Some Chinese merchants became very wealthy, but it wasn't an ideal place for large capital investments.
