I'm fairly sure cultural practices were at least as influential, if not more than, as hygiene, especially in comfortable climates. Apart from the need for warmth, clothes are a status symbol. The more ostentatious your clothes, the more fabric you wore, the colours (dyes), patterns, styles etc., all indicated how much of an important person you were (this even extends to branding and imagery in the present day). A beggar can't afford to wear much, especially anything of quality. Poor clothing or even nakedness are indicators of low status, so that contributes to a societal aversion to nudity. Also there are obviously the various religious factors, although I am not sure why some religions condemn nudity. Probably something to do with reducing temptation.
I never understood the feminist argument of nipples not being an erogenous zone and therefore not a reason to cover up. My girlfriend loves it when I play with her nipples and they do turn me on. I think they are just angry that they have more erogenous zones and therefore have to cover up more which makes them feel less equal in their heads.
