It comes from pan-black (note: only supported by Americans, not Africans) nationalist who have an interesting way of seeing history.
They believe every culture has a black foundation and they usually base their history on "well you can't know that they weren't black"
It's fairly popular among Americans as is seen from google statistics. "Was Egypt black", "Was the xia dynasty black" or any was x person/people black are oddly popular google searches.
Thus the phrase "We wuz kings" was made to mock them.
