Diogenes philosophy was to live as simple a life as possible. He choose to live in barrel because it was simple, that's also why he dressed in rags and didn't use utensils to eat. The guy was not born poor but choose voluntary poverty.
Not only would a modern day Diogenes not have the internet he wouldn't even have electricity. He'd probably join an amish community or go live outdoors.
