To some extent, in most social circles you can get away with it probably. If you're applying for a job it's a distinct disadvantage though. Even if it is well maintained and not gross, the guy with a high and tight will always look more clean cut.

The perception of long hair as more casual/not formal is interesting I think.

the creation of super centralized bureaucracies, among other things influenced this a lot.
Basically.

> Create uniforms for the bureaucrats as they represent the state
> Because the position pays well enough to put you into the middle class people look up to it and start behaving and looking more like the bureaucrats either because they want to work there or because the middle class generally sets a lot of trends

In post-WWI Turkey this is sort of how the new latinized Turkish script became a thing. Because people had to deal with the bureaucracy in this script they had to learn the script. But because you were considered educated if you knew this "new" Turkish people made it their number one priority. There was actually a pretty big gap between the older and the newer generation with this.

Same with the Fez actually (or the lack thereof)
