Protectionism of infant industries. Import substitution. Other protectionist policies. A lot of failures in industrialization are caused by being forced to subscribe to global free trade. In reality, every country that has successfully industrialized has protected industries to allow them to develop and then transitioned to the free market. The communist party used a lot of these policies and still does.
