Because he imposed a number of a very liberal reforms across the continent. He abolished serfdom, emancipated the Jews, an imposed the Napoleonic Code in place of more traditional patchwork feudal laws. He certainly wasn't liberal on the same level as the Jacobins, but he was a much more meritocratic force than the countries he was fighting.
