Yes they are. The sitting figure signifies that this is the name of a god, the character that looks like a monitor has the phonetic value of "K_K", the dome it's sitting on is "K" and the spiral on the right is an alternative version of "K" (vowels are never written out in Egyptian). Why does it spell out the name twice? Because that's just how the Egyptians did things.

Not really. Ancient Egyptians never wrote vowels, so all Egyptian names are just assumptions. We'll never know if it's Kek or Kuk, Kok, Kik, etc. The god isn't commonly known as Kuk because it's more accurate, he's just commonly known as Kuk because that's the pronunciation archaeologists decided to give him. Kek and others are just as accurate.
