Having 2 colonies doesn't count as Empire.

3 colonies actually.

Actually you could think of Unification Period italy as the Empire of Sardinia-Piedmont in some ways.

The Italian States - some of them at least- are quite independent that some of them were becoming national movements. Venice to name one.

My great uncle fought in Ethiopia.

So did my great-grandfather. He also fought in WWII under the 11th Infantry Division of the Savoia Grenadiers, but ended up getting captured here:

Even having 1 colony would technically make you an empire.

In any event, one may argue that Italy has historically worked best as a cluster of bickering city-states (Roman Empire aside). Would commerce in Venice or the humanities in Florence really have flourished under a single broad, strict governing body?
