The original design of the fisher building was realistically slated to run along 3 blocks, with tunnels underneath the towers for cars. Most buildings and cooperation seats today are glassed, is it a cultural thing as in "dont spend to much on your fassade!" as opposed to "spend dosh and brag with your cultivatated tower!" that has developed in the last time?

i think the context in which art deco arose was too unique. in america, there was the post-wwi optimism, the advent of mass production, interest in industrial design, efficiency sleekness which also inspired the bauhaus movement. the interest in industry was also a symptom of a general fascination with technology and the new possibilities it was opening up. the car, the radio, air travel, ocean liners; all promised freedom, escape, an ease of movement so to speak. they offered real possibilities and were also thought to anticipate even greater technological leaps. the prospect of space travel and such entertainment sci-fi, surrealism, cinema all engendered a sense of fantasy, escapism. and linked to the escapism you still had a sense of the exotic world beyond. cubism, the introduction of african art to american audiences, as well as pre-colombian culture, egyptian culture (king tut's tomb was discovered in 1921), and ancient civilizations more generally also added to a sense of dreaminess, sensuousness, the unfamiliar, the exciting, but also the celebration of man's achievement and nobility.
nowadays capeshit basically fulfills all these cravings. no need to build this type of architecture anymore. plus since our society is more me-oriented than ever, no concept of philanthropy or social architecture exists anymore, though im probably generalizing a lot.
