Well, he was actually relly focused on wheat and shit for the most part, probably because of his rural background; he didn't really do much for industrializations.
Also, his land reclaimin projects have been greatly exaggerated, he did very little on that department
The "not really a totalitarian" stuff comes from Hannah Arendt who really didn't know shit, she described italian fascists as "deep down good people who weren't really cut for the part of the dictator", which is bullshit since there are countless tales of the brutality of the Black Shirts; the fascist regime also checks every point on the list of totalitarianism
He did help alleviate the effects of the great depression tho, that's true
