Except the pearl harbour raid failed in all of its primary objectives and brought another major power into the war against the axis powers.

Yet these three carriers were part of the primary objectives, you could argue that it indeed allowed the Japanese a free hand in taking most of southeast asia, however it didn't eradicate the threat of US naval power. Only 6 months later, the failure to destroy said aircraft carriers would come back to haunt the Japanese at Midway. On top of that many of those battleships that were destroyed at pearl harbor were easily recovered and refitted in the shallow waters of the harbour
The second objective was to destroy the US Pacific fleet in order to buy time to allow the IJN to expand its size, this was doomed to fail even before the operation was conceived. The Two-Ocean navy act meant that the US was already underway in creating a huge navy, the outbreak of hostilities merely hastened the construction of the new ships.
The final objective was that the raid was to undermine US public morale and force the US to seek negotiations to resolve the conflict quickly and drop the US to drop its interests in the far east. Which failed as well.

No, you are completely wrong or you literally don't understand what the word objective means in the context of a military operation.
The Pearl harbor raid's objective was to approach under cover of radio silence and launch two waves of attacks on a list of targets, then rearm with torpedoes in the event the enemy fleet pursues. The plan did not in any manner or form state that the Pearl Harbor raid was to successfully destroy American morale and force the US to seek negotiations. Above all that's retarded and not something that would go into a planning for a military operation. It clearly did not seek to destroy the PacFleet since it expected the PacFleet to pursue.
As for destroying the carriers, the orders were:

The objective was to attach the ships, not to destroy them. Destruction was something that would be left to chance. You can't plan for it, especially when you have only one pass at 8 possible targets.
