The meme is that Islam during that time period is falsely represented as a unified political entity where there were multiple competing Islamic states.
That being said, progress is more likely to happen in places with positive economic conditions and during the middle ages, the Islamic world had the trade routes to the east and west run through it. The biggest decline in the Islamic world was when Europeans advance sailing and navigation techniques to bypass an increasingly hostile Ottoman state thus reducing the flow of money through those areas and making the Mediterranean largely irrelevant
In reality it was even more glorious. If only western historians wasn't downplayed such important page of human history. But what else would you expect from descendants of crusaders who destroyed the centers of Islam Civilization with such cruel barbarism.

initially they thought it was a more logical and masculine version of Christianity, which was seen as more insidious and feminine. but it was still initially seen as a barbarian religion, along with all foreign religions (with the exception of Buddhism)
the Yuan dynasty also saw a large influx of Muslims into China as administrators, professionals, soldiers, generals, and courtiers.
so Islam became more "Chinese" and gained more prominence and respect then among the populace (significantly more so than Christianity), but it was never really considered as 'mainstream' as Buddhism or Taoism.
