Is you are referring to the anthropomorphic Deity that applies to just human beings and the human experience as explained by the major Monotheistic religions on the planet, the answer is neither. That "God" did not exist until It was invented by the mind of man and only applies to man. (Other sentient species on other planets be damned)
If you are referring to the "Higher Power" of Twelve Step (AA) Atheists, then the answer is maybe both.

In theory God should apply to ALL sentient beings, but man does not see it that way. Man sees himself as unique I possessing a soul and able to understand a Deity. Gorillas and Dolphins and not to be afforded the same ability to understand "God". Man's anthropomorphic God as understood by the Judeo-Christian-Islamic tradition applies only to man. Said Deity did not exist until man invented "Him".
Atheists believe in the eternal and infinite Truth of science. Their God (science) applies to all things and all creature on every planet throughout the universe itself. Infinite, maybe. Eternal, we know not what came before the Big Bang.

No it isn't, humanity has had thousands of deities we worship, when you discard a materialist view of reality there is no reason whatsoever to discount pantheons of deities other then a preference for monotheism.
