Nazi government ran largely on the basis of competing layers of Führer princip. This was: a Hitler-principle, with Hitler as the chief Führer; an anticipate Hitler-principle, with justification being what you believed Hitler to want; and a Gauleiter-principle with many little Hitlers controlling their own fiefdoms in a replication of the greater phenomena.
