There weren't many natural boundaries in the Near East. Mesopotamia was largely flat and wide open, it was actually the reason why so many successive empires and nation-states kept popping up and conquering each other.

Mainly because advanced civilization are closely tied to 'state' building. State building happens when there's an increase in population within a social group (due to agriculture and becoming sedentary) until it becomes unsustainable due to limited resources, without the possibility for the social group to split up into more groups who do more agriculture. They couldn't split up due to limitations in resources that won't allow new groups to become sustainable. So the only option is to change the social system into that of a state and take over other social groups resources by force. Advanced societies do better in war so they advanced.
So it wasn't so much about the fact that they had fertile land, but that their fertile land was limited and they reached that limit sooner than other civilizations.

A prerequisite to the development of agriculture seems to be the preexisting presence of naturally growing high yield crops. Local hunter-gatherer groups find places so abundant in food that they can settle down. Then they find it in their best interests to actively promote the growth of the local food plants. Voila, agriculture.
The earliest agricultural societies occurred in river valleys. Lots of fresh water and fertile soil promotes the high density crop growth necessary for the preexisting condition. Crops with the highest yields are grains and to a less extent root vegetables like potatoes.
Civilization arose in fertile river valleys with mild climates and lots of naturally growing high yield crops.

Plus, black iq would shoot up at most 15-20 points if they had a stronger school infustructure. Look at the Middle East, the gulf countries are all well developed with far stronger teaching insitutions than Africs, yet their iq is borderline retard level, which is due to inbreeding. If Africa had first world learning they wouldn't be as stupid now.
You're also probably going to bring up blacks in America and why they perform so badly despite a more than adequate educational system compared to Africa. That is a result of culture. In reality, blacl culture in America. is very anti intellectual and discourages doing well in school and actually having to think for yourself. This is very much true because Nigerian immigrants are some of the most well educated groups because they come from a culture that assert good learning values, and no, I'm not saying that they have white iq, but just that they aren't nearly as retarded as African Americans due to culture and not the same as their own in Nigeria due to having an good educational system outsourced to them to use.
