When, where, and why did prostitution begin to be outlawed in the west?

In the US it basically started with Prohibition and women's suffrage movements. Not that this really matters though, most major cities here have easily accessed prostitutes. The only thing illegality has done is drive up the price.
don't know anything about the rest of the west but in Paris it was outlawed sometime after ww2 ended because the prostitutes were profiting off the nazi soldiers while they were there. The new association between nazis and prostitues was hard to shake. (I saw this in a documentary when I was very young so I don't know how well I'm remembering it)
