Well, hypothetically communism would work i think in a global civilization in which there are no external pressures or major internal problems caused for things such as hard-to-predict weather variations, resource depletion or excessive demographic growth.
But it would only be democratic if moderated by some sort of observance of traditions or an efficient and participative educational service. Otherwise, the need for an authoritarian state would be inevitable.

USSR still could survive bad times if Party have will to fight. It don't. They want easy live on West with all Western luxury.

As the Soviet Union grew so did the inefficiencies of production. There was so much needless bureaucratic overhead with 10 different ministers needing to sign off on an order of steel for the making of car bodies.
Because there was no market pressure the system had no mean to grow efficiently. Things like Glasknot and Perestroika were supposed to temperarly trim the fat of the Soviet production cycle by introducing market pressures. However the cascading affect of the system could not be stopped.
One example of Soviet inefficiency is the "lightning production". When the USSR wanted to make something like tv's they would just place a monthly tv quota on the factories. However raw materials were mined and supplied so slowly that for the first 2 weeks of production they had no means of actually making anything. Then when the materials actually showed up they had 2 weeks to make a months worth of stuff resulting in shoddy consumer materials.
