Belgian "neutrality" before WW2 prevented French from organizing defenses effectively. First their ambiguous position prevented construction of Maginot Line along French-Belgium border and then their "neutrality" allowed Germans to prepare Fall Gelb, then French army had to rush over into Belgium only after Germans invaded it.
Overall, Belgium stubbornness and selfishness are to blame for the Fall of France and everything that followed.
