Central Asians refer to the mongols as foreign peoples because the empire was called the Golden Horde and that's what everyone in central asia calls it. Mongols were only a part of it, as well as many other tribes and confederations. Actually, even saying "mongols" is incorrect in this context, since mongols are a confederation of various tribes, just like all the other steppe states.
Second there is no animosity between kazakhs and mongols because their states were politically isolated from each other for hundreds of years now.
The kazakh khanate was formed in 15th century, so there wasn't even a kazakh national identity until then. As they were a collection of various tribes and confederations, it's wrong to assume everyone in kazakhstan would share the same views on mongolians, as each tribe has its own history, ethnicity and identity.

It's not as impressive as the mongolians or the romans in the sense that they never really met their match and held big territories in europe, and when they finally met their match they got fucked pretty hard.
