Cultural change always played a role in the downfall of large empires. An empire is based on conquest and growth. As soon as it has no more lands to conquer, it stops growing and a recession begins, socially on the inside as well as politically on the outside. Honourable mention to the The Interregnum of 1649-1660 which briefly disrupted the Stuart Period
