Willful inaction is a choice like any other. Nope, Robespierre shows that every revolution is often paid by blood, drastic changes of which groups are in power.
The anglos gave him a bad reputation.
But he was okay. Probably one of the best among all the contenders for power of the period.
I blame him more for his mistakes (Danton, Fouché, the whole thermidor affair) than for his faults.
The terror was useful and the excesses not so widespread. The really bad stuff happened in the course of the civil war, and largely out of Robespierre's control.
