I think 1.16 moved them to the game folder, so they should there.
I don't think that there's a problem with using 1.16 save, but Sylvie's graphics will probably not load until you either headpat and leave the house. This is because the gamefiles have gone through quite the overhaul.

That's because the new scenes haven't been translated yet. The existing full translation was only for 1.16. Any and all new lines from 1.22 onward are work-in-progress.
