Many, many reasons.
The source code is a fucking mess, it's written in AS2 which makes modding a pain, the game loop is suited to hardcoded instances (reactions, positions etc) whereas SDT was mostly IK (positions calculated at runtime).
The possibility to mod it is there, but given the work involved you'd be better off recreating it in AS3 using the decompiled assets. Not a difficult endeavour, but time consuming.
