Given I've actually played the game and you haven't I've get a better idea of what scenes are important or not.
Given 8-9 scenes that are including, making three for one girl is not a good choice, especially since more popular girls are missing out. Which is why the sales are so bad their resorting to a bonus episode and pulptenks breast mousepads.

Plotwise and popularity wise it makes no sense to give Sill a third of all scenes in the OVAs

What they should have done was done Menad, Nami and Yulan in Episode 2 and then left Episode 3 for a Second Sill scene + Milly + the haunted house and finding out Lia is the villain.
