Where do I find work online without resorting to these snakes? Working locally is not an option for me, neither is getting hired at a studio (yet).

just google design competitions but probably you will have to compete against thousands of Indians and 15 yrs old youtube designers and they don't mind charging 5-10$ for hours of work.

look at businesses in your local area
if they have shit design, send them an email saying you can help them out and cut them an offer they couldn't refuse

Working locally is not an option for me because *everyone* has shit design, they just don't care. Businesses don't care, customers don't care, no one thinks design is important or valuable and the currency is terrible compared to the dollar. So even if I was hired by some miracle, I would make a lot less than I would with a first world client for the same amount of work. I'd rather work for slightly below average rates online, while not contributing to the cancer of design competition sites.
