I did these using a VHS player from Goodwill and then captured them using an Avermedia Game Capture HD II, but you could use any capture device.
I don't own any sophisticated video editing software but you could probably emulate the effect in something like After Effects. If you have video capture gear, the VHS player is for sure the way to go - get old tapes and play around with magnets and the tape heads.

Also you can totally just play around in Windows Paint and play with layering white, red, and blue pixels at a slight offset and then make GIF animations with those, it's a really fun and easy way to get started. Legit glitch art with hex editing or datamoshing video to get that "drift" effect isn't as hard as it looks and you should have no trouble finding a good guide online. I promise you, you don't have to spend money to get into it. :)

Also to specifically answer your question, you can just take two RCA video cables and splice them together to one output (the yellow cable). Then both signals try to occupy the same "space", and will result in some rolling weirdness. You can also use an old input switcher (the kind people used to sell to connect multiple game consoles or VCRs) and mash several input buttons at once - cheaper models will easily allow this. In my case I recorded all this to one tape and used that as my source.
Just got into making "glitch art" because I was bored.
I don't think I'm very good at it, but I'm not really trying to be either.

The way i did it there might be a little unorthodox, even a little cheaterish. I basically made the "base image" out of some photos i took at the park and a couple stocks i had lying around, then imported it into a pixelsorting script i wrote in processing, from there i just placed the glitched layers on top of the base, erased some bits to make it flow and there you go, that's it.
