What if you don't know what it will be used for?

In this case I mean in terms of print. Let's say it could be on a billboard.

Like if I'm doing a digital painting what size should I make my canvas? How do I decide a safe maximum, keeping in mind that the larger the image is, the more unwieldy it becomes to work with?
