Hit freeimages and type in paper, download everything that strikes your fancy. Paste that shit in a layer over your vector art and flip through the layer modes until you find something you like (screen, darken, overlay, etc.) Adjust opacity to taste.
A more interesting way to do it would be to mask a few different textures onto your various vector objects - in other words, the mountains would be one texture, the sky another, the moon another. This can be achieved in Illustrator by duplicating the object, filling it with the texture, and adjusting the opacity.
PS: This technique is useful, but as a style it's a bit passé.

Yeah thanks, previously I've scrumpled sheets of paper and scanned it in and adjust opacity, or download an paper texture..
I guess I was wondering more about the 'speckled paint' kinda effect. I'll post some examples.
