Thanks! well, if you wanna achieve a similar look, start by using "processing", a small application that runs .pde scripts. there should be a few free ones scattered throughout the interwebs.
Then (if youj jhave basic coding knowledge) you can start picking apart the already written codes, and creating your own script.
Remember, using processing is only one of many ways to glitch images.

No, unless you specifically write some plugin for it.
You can write a pixel sort in any programming language you want. Processing just happened to be the tool of choice for the artist who made it popular.
Here's 3 scripts I found for pixel sorting in Python:

You might find these easier to tweak than Processing scripts. Just get in there and play around with different settings, you don't even need much experience with coding. Breaking things is what we do.
As for that particular image, I couldn't really tell you the specific sort settings. It looks like more than just a pixelsort though, maybe:
base image -> pixelsort -> radial blur -> grain overlay -> sparse grime/dust overlay

i used avidemux to convert the majority of iframes to pframes, then removed the iframes when the scene changes dramatically. the motion paths of the scene are applied to the image left by the one before it.
you need avidemux 2.5.0 (or earlier i think) to do this, but other software can do it too.

Photoshop was doing this every time I drew something.
I'm pretty new to making this sort of stuff, and the problem I'm finding is that all the results are rather predictable. All the audacity effects are pretty consistent and get boring after a while, and I can only use the search/replace function in hex editors to get something that doesn't completely break the image or do nothing at all. I don't know what else there is to use or to do.

1. Liquefy and match the bulge in the bg centre.
2. Paste the girl in a new layer.
3. Select background and green channel, scale right with origin at left edge, maybe free-transform or some shit. Experiment with displacement and pixelated gradients to get that "broken edge" appearance to things, or manually select rects and scale them. The girl seems to be on a separate layer with less distortion applied, if any. Offset her green channel horizontally to get the aberration.
4. Select all channels. distort -> shear
5. Add noise, blend on gray to white in layer options.
6. Done.

It's probably Processing. For each row start a line in 3d space, for each pixel add vertex and map lightness to z axis. And use additive blending.
