Yes, all watches tell time. If that's all your care about then so be it. At a distance no person will be able to tell, or care enough, although the band is rather obnoxious. Up close, only people with some passing knowledge of watches will even know the difference.
If you have a Citizen then by all means wear that instead, because it at least has some semblance of real value, and can probably actually withstand being subjected to water.
These fashion brand watches however are made cheaply and marked up considerably, so even with a discount you're still being ripped off. Those salesmen know this. It might still work fine for years, or it might break. It's up to you if you want to be confident in your purchase or not.
