in layman's terms, what is the practical difference between a vpn and a proxy?

A proxy is like a national border. Only things which the nation in question (proxy) permits to go through, are allowed across the border (through the proxy).

A VPN is a tunnel dug beneath the border. The border guards (proxy software) never even see you go through.

Practically, a proxy allows an organisation to filter and monitor traffic coming in and out of a LAN. A VPN allows users to not only bypass the proxy by "hiding in the tunnel" but also appear to be a different location than their physical one. A VPN endpoint (tunnel exit) can be in any country.

I read in some places people say that proxy and VPN serve two different purposes.

You are comparing apples to oranges. Both serve totally different purposes. One is a gatekeeper, one is a tool to get past the gatekeeper (amongst other things).

Keep reading these places, they are correct. Googling "difference between a VPN and proxy" yields tonnes of results as well. Have a read through, come hit us with more questions if you have them once you're done.
