Does it only happen with older phones or with newer handsets also?
If newer is there some sort of physical damage? Considering it's your job to "repair" them I can only assume the answer is yes?
Does iOS have some sort of webm plugin for safari yet or do you have to fucking download them and open them in VLC?

I've never seen the thing in OP's webm happen on my iPhone, hell, I've never really seen it lag. (iPhone 5s)
Safari doesn't have a .webm plugin, no. You can open the links in VLC directly though, through online streams, no need to dl file. Also if you want it for 4chan, fortune supports webms natively.

You can only get it with JB tho and there's none for the current firmware. If you get your SE don't update if you're on 9.1 or lower.
